An American arms dealer sells weapons to Saudi, and they’re used to kill innocent civilians and children in Yemen. The arms dealer is a fervent Christian and is pro-life. Is he a sinful man? Has he commuted mortal sins?

Well, you haven't given enough information to make a settled and reasoned judgment on the man who is an arms dealer, but with the small bits you've given me, I would superficially conclude that this arms dealer is a sinful man. He has done wrong. Possibly as more information is brought to light I would adjust or change my conclusion, but for now I would say he has done something wrong and therefore sinful.
