They are similar to each other, just like nastiness and bullying, but not identical. Both are judicial actions. If I had to distinguish between the two, I'd say that wrath is His attitude toward sin—the response of holiness to transgression. I'd say judgment is the action He takes to apply His wrath to specific situations or people. For instance, Christians may be exempt from the wrath of God because they've been justified by the blood of Christ, but they may still be subject to the judgment of God because everyone is accountable for what they do on this earth and will be judged according to their works (1 Cor. 5.10).
